Notice that the clerk has been instructed to apply a sanction order to this case that was originally filed in: 5:16-cv-00003-C and which incorporates the sanction in 5:15-cv-0138-C. The prior sanction orders state: Plaintiff may not file a complaint or any other civil action unless and until he (1) provides proof that plaintiff has paid the $100.00 sanction previously imposed against him, or (2) obtains advanced written permission from a United States District Judge or Fifth Circuit Judge expressly authorizing the filing of such lawsuit or civil action. Any submission that does not comply with these requirements will be docketed for administrative purposes only and immediately closed after placing a copy of this order in the file.
