MEMORANDUM Opinion and Order. For the reasons stated herein, the Court grants in part and denies in part Defendants United States Attorney General, City of Chicago, Chicago Park District, Illinois Department of Natural Resources (IDNR), and Cook County Animal Control's motions to dismiss [19, 22, 48, 51, 54]. The motions are denied insofar as Plaintiff's reasonable accommodation claim under Title II of the ADA against Defendants City of Chicago and Chicago Park District survives. Plaintiff's Title II claim against Cook County Animal Control and his RLUIPA claim against the City of Chicago and the IDNR are dismissed with prejudice. Cook County Animal Control is no longer a party in this case as the claim against this party has been dismissed with prejudice. The following claims are dismissed without prejudice: the Illinois Human Rights Act claim against the City of Chicago and the IDNR; the Equal Protection claim against the Attorney General; and the First Amendment claim against the City of Chicago and the IDNR. As to the claims dismissed without prejudice, Plaintiff may file an amended complaint on or before 8/5/19 or those claims will be dismissed with prejudice.
