TEXT ORDER denying motion to transfer venue as moot. Plaintiff never satisfied the requirements to commence this action because he did not qualify for IFP status and he never paid the filing fee. Accordingly, the case has been closed and the motion to transfer venue (filed after the Court's decision denying IFP status) is moot. Moreover, even if the motion had been ripe for review, it would have been denied because Plaintiff's address of record in this case has not been updated to reflect a change in residence, and more fundamentally, Plaintiff failed to establish that the requirements for a transfer of venue have been satisfied.
