ORDER: Petitioner John Allen Hessmer, an inmate of the South Central Correctional Facility in Clifton, Tennessee, has filed a pro se petition for writ of habeas corpus pursuant to 28 U.S.C. § 2254. (Doc. No.1 ). The court cannot consider a habeas petition under Section 2254 until Petitioner has submitted the filing fee or has been granted pauper status.
