The Court ORDERS that Defendants and all their officers, agents, servants, employees, attorneys, and persons acting in their behalf, in concert, or in participation with them are immediately enjoined from: (a) Removing or deporting Sheikh-Elmi from the United States; and (b) Transferring Sheikh-Elmi from the Northwest ICE Processing Center to any other facility during the pendency of these proceedings. Unless extended by the Court, this TRO expires 14 days from entry. Finally, Sheikh-Elmi has moved for a preliminary injunction. Dkt. No. 4.
